The ocean-freight packing protocol, the three documents that ship with every container, the HS-code map for the 4818 family, an honest FOB vs CIF vs EXW cost comparison, plus real loading photos and video straight from the Tianjin Xingang dock.
A tissue container spends 18 to 35 days on the water crossing the Pacific, the Indian Ocean or the Suez. Every shipment is protected by the same four-stage protocol — logged with zero mold complaints since 2008.
Thickened, water-resistant corrugated outer cartons on every SKU. No raw brown board, no recycled-fibre outer wraps.
Standard IPPC pallets that clear customs without extra fumigation certificates — no delays at the destination port.
High-tensile PET banding across every pallet face, cross-locked so cartons cannot shift even on a rolling sea.
Every container is inspected for door-seal integrity, floor rust and roof pinholes before the first carton is loaded.
Numbers we can back up on camera. No generic “high quality” claims — one physical report, one test video, one loading photo set per shipment.
Per-batch virgin-pulp COA from our in-house lab.
Continuous video of the same production lot that goes into your container.
Sealed-container proof before the doors close. Same day to your inbox.

Verify before declaring. National tariffs refine HS into HTS (US), CN (EU) or ASEAN sub-codes, and duty rates vary. Always confirm the exact 8-10 digit code and duty with your broker. Top Source Paper’s commercial invoice and packing list always cite the 6-digit international HS code.
Every quote from Top Source Paper is issued in one of three terms. The goods are identical; the risk and cost split is not. This table is the fastest way to pick the right one for your first container.
| Term | Mill pays for | You pay for | Risk transfers at | Best for |
|---|---|---|---|---|
| EXW | Packing at Baoding mill only | Inland trucking · export customs · ocean freight · insurance · destination | Mill loading dock | Buyers with their own China freight agent |
| FOB (Tianjin) | Packing · inland trucking · China export customs · port loading | Ocean freight · insurance · destination duties | Container on board at Tianjin Xingang | Most first-time importers — freight shopping left to you |
| CIF (Your Port) | Everything under FOB · ocean freight · marine insurance to your discharge port | Destination port fees · customs duties · inland to warehouse | Container on board at Tianjin (risk), freight paid by us | One-invoice simplicity when your freight agent is thin |
| CFR (Your Port) | Same as CIF but no marine insurance | Ocean insurance · destination charges | Container on board at Tianjin Xingang | Buyers who prefer to insure the shipment themselves |
You control everything from our loading dock onwards. Best rate on the goods; worst on logistics.
The sweet spot. Our trucks handle inland; you pick the shipping line and negotiate the ocean rate.
One invoice, insurance included. Simplest budget math, least freight price control.
Eight unretouched photographs from 20 GP and 40 HQ shipments we’ve loaded over the last shipping season. Same cartons, same strapping pattern, same seal-number close-up you’ll get in your loading photo pack.

A 3-minute walkthrough of how virgin-pulp parent rolls become pallet-ready cartons inside our Baoding factory. Every container also ships with its own loading video — this is the general reference.

The eight questions our export managers answer most often, with the same factual answers we give in email.
Three deliverables: (1) a COA (Certificate of Analysis) verifying 100% virgin wood pulp, tensile strength, brightness, and moisture content per batch; (2) a QC video showing wet-burst strength and dust-rate testing on the exact production lot that goes into your container; (3) a loading photo pack — carton stack layout, strapping pattern, container seal close-up, final door-seal inspection. All three arrive before the balance payment.
Converted hygiene tissue products fall under HS Chapter 4818. Common sub-headings: 4818.10 (toilet paper), 4818.20 (facial tissues, handkerchiefs, facial towels), 4818.30 (tablecloths and napkins), 4818.90 (other, including kitchen roll and hand towels). Unconverted mother jumbo rolls typically fall under 4803.00 with basis-weight thresholds. National schedules (US HTS, EU CN, ASEAN HS variants) refine these into 8-10 digit codes. Always confirm the exact code and duty rate with your customs broker.
EXW suits buyers with an established China freight forwarder who can collect from our Baoding mill. FOB (Tianjin Xingang) is the most common choice — we handle inland trucking, export customs clearance and port loading; you control the ocean freight line and negotiate that rate yourself. CIF bundles cost, insurance and freight to your discharge port into one invoice — simple budget math, but you give up ocean-freight price control.
A four-step protocol: reinforced moisture-proof corrugated cartons (no raw brown board), fumigation-free IPPC pallets, heavy-duty PET strapping cross-locked on every pallet face, and a container seal & water-tightness inspection before the first carton is loaded. Since 2008, we have logged zero mold complaints after a full ocean transit.
White-label plain-carton SKUs start at one 20 GP mixed container — multiple SKUs allowed. Custom CMYK-printed outer cartons, branded inner bags or core-wrap require a full 1×40 HQ per SKU, because the plate-making and drying cycle is not economically split across a mixed container. Repeat orders carry no additional plate fees — your formula and artwork stay encrypted in your brand’s archive.
Yes. Airport pickup from Beijing (PEK / PKX) or Tianjin (TSN) is included. Showroom tour, production-line walk-through and QC lab visit are arranged on weekdays. Book at least three days ahead; Sunday visits are by appointment only.
Sampling is 1–3 working days, couriered worldwide via DHL or FedEx. First mass-production run takes 25–30 working days (includes packaging plate-making, sample confirmation and outer-carton printing). Repeat orders compress to 20–25 working days because plates, formulas and artwork are already archived.
30% T/T deposit to start production; 70% balance before shipment. We provide the QC report and container-loading video before you release the balance, so you can verify the cargo is exactly what you approved at sample stage. No L/C on first orders; L/C negotiable from the third shipment onward.
Send us your target market, SKU mix and timeline — we come back with the packing layout, MOQ tier and a shipping-term comparison in one email, usually within 12 hours GMT+8.
Your target market, SKU mix, container size and timeline — a paragraph or a full spec sheet, both work. Replies start within 12 hours, GMT+8.

A named export manager replies with a packing layout, the right MOQ tier for your SKU mix and an honest FOB/CIF comparison — usually the same business day. No call centers, no resellers.
